Online application for construction of legal documents and the embedding of semantic information in other text documents.

Semantics @ YourFingerTips (S@y) serves the need for drafting legal text in a machine-readable way.  The free-roaming text-editor allows you to splice data into HTML documents in a human-friendly manner.  The application consists of a frontend plugin-driven editor which allows for the creation of meeting minutes and a backend powered by microservices.  This collection describes each of the supported plugins, sets of plugins that can be used together, microservices that power the backend, and harvesters of Linked Data from these documents.

S@y can be extended to draft various types of content, making it a great choice for knowledge bases.  The plugins supported by the Flemish Government are geared towards drafting legal documents.  The facts on which the legal document decides (ground truth, related legal documents, as well as the actual decision) can be drafted in such a way that machines can readily use it.

The system is extensible and can be adapted for other types of contents such as meeting minutes or other analyses.  At its core, s@y produces HTML documents with embedded semantic meaning in the form of RDFa.  This means the contents are easy to distribute and publish, but are also rich in terms of meaning.  The semantic standards currently used build on ISA2 standards but can be extended with any semantic model.

S@y has been put to the test by various local governments in Flanders beginning 2019 for the first meeting of the new local governments.  Information from these meeting minutes automatically resulted in the creation of machine-readable content, such as the local database of mandates (Dutch only).  The current domain consists of general decisions and mandates.  S@y is being extended with plugins to support new domains such as changes to public roads.

In this collection we provide references to the full setup, to individual plugins, and to individual backend components.  As these can be used separately in applications, or as a whole, they can be found as solutions in this collection.
