DCAT-AP for HVD 2.2.0 Latest release

This page describes the version 2.2 of DCAT-AP for High-Value Datasets (HVD), which is the first, and latest, release of the annex.

This annex is compatible with DCAT-AP 2.1.1 and the soon released DCAT-AP 3.0. DCAT-AP HVD was submitted to the PSI Expert Group and is the result of a fruitful collaboration between DG CNECT, DG ENV and the SEMIC Team (DIGIT).

About DCAT-AP HVD

DCAT-AP HVD offers users of DCAT-AP the possibility to adhere to the High-Value Datasets Implementing Regulation (HVD IR) with little additional effort. The HVD IR was adopted by the European Commission in December 2022 as part of their data strategy and the growing importance of data, in particular for datasets that have been identified as being of high value.

DCAT-AP HVD captures the key notions of the HVD in a uniform way, which assists the implementation of the HVD IR and enables cross-data portal search for data sets, making public sector data better searchable across borders and sectors.

From July until the end of September the public review of DCAT-AP HVD has taken place. Over this course several issues were raised. These issues have been addressed in the latest webinar of 7 November 2023.

Concretely the following issues were resolved:

  • HVD307: Distribution & HVD category;
  • HVD310: Risk of overlap for quality of service with generic documentation on data services;
  • HVD305: Publisher property of Data Service;
  • HVD283: Incorrect usage of vCard.
