In the framework of the Digital Decade Policy Programme 2030, the European Digital Infrastructure Consortium (EDIC) emerges as a vital instrument, streamlining the initiation and execution of multi-country projects. Aimed at realizing the overarching objectives of the Digital Decade, each EDIC is established through a Commission decision upon the joint application of a minimum of three Member States, coupled with Commission approval. EDICs, recognized as legal entities, shape their governance structure and operational rules through statutes defined by the founding Member States. Operating on budgets sourced from member contributions and supplemented by various revenue streams, including EU and national grants, EDICs facilitate the execution of multi-country projects. These projects involve public and private entities, final users, and industry stakeholders, guided by the preferences of the founding Member States.

EDICs offer Member States majority votes, allowing flexibility in tailoring internal structures, contributions, voting rights, and governance bodies through customized statutes. They remain open to the participation of all Member States on fair and reasonable terms, ensuring widespread impact across the EU. Acknowledged as international organizations, EDICs may qualify for VAT and excise duty exemptions on goods or services. The Commission issues an implementing decision to establish the EDIC upon reviewing applications, contingent on meeting Digital Decade Policy Programme 2030 requirements.
